Who We Are
About RS Canine Rescue
Founded by Roy Baase, a 23-year U.S. Navy veteran with over 40 years of professional experience spanning military service, construction management, education, and community leadership — RS Canine Rescue was born from a simple belief: no dog should suffer because of where it was born.
Based in Sumrall, Mississippi, we are a nonprofit organization dedicated to rescuing abandoned, surrendered, and at-risk dogs in rural south Mississippi — a region where dedicated canine rescue infrastructure is virtually nonexistent.

The Urgent Need
The Crisis in Rural Mississippi
Mississippi's euthanasia rate is 18% — more than 3× the national average. Over 65,000 animals enter Mississippi shelters annually. Rural counties are hardest hit with fewer veterinary clinics, no affordable spay/neuter access, and severely overcrowded shelters.
In communities like Sumrall and surrounding Lamar County, there is no dedicated canine rescue facility. Dogs are routinely abandoned on roadsides or left outside shelters already at capacity.

What We Do
Rescue & Shelter
We provide safe, clean, climate-controlled shelter for abandoned and at-risk dogs in our purpose-built facility in Sumrall.
Foster-First Model
Every dog is matched with a trained foster family, providing individualized care and socialization while awaiting their forever home.
Spay/Neuter Access
Every rescue dog is spayed or neutered before adoption. We also connect community members with affordable spay/neuter resources to address the crisis at its root.
Veterinary Care
Full intake medical care including vaccinations, microchipping, heartworm testing, and flea/tick treatment for every animal in our program.
Community Education
Outreach programs in schools, churches, and civic groups teaching responsible pet ownership, heartworm prevention, and humane animal treatment.
Transport Network
Regional transport partnerships that move animals from high-intake areas to rescue partners with higher adoption demand, giving every dog the best chance.

Deliver education presentations at local schools, churches, and organizations.
Administrative Support
Grant writing, social media, bookkeeping, and photography.

Find Your New Best Friend
All dogs are spayed/neutered, vaccinated, microchipped, heartworm tested, and come with a starter supply kit. Adoption fees range from $75–$200 on a sliding scale, with reduced fees for adults 60+.
The process includes a meet-and-greet, home compatibility assessment, and post-adoption support.
